The international committees are pleased to announce the organization of the Third International Conference on Frontiers of Computers and Communication Engineering (FCCE2022). 2022 Third International Conference on Frontiers of Computers and Communication Engineering (FCCE2022) will take place in garden-city Singapore during April 22-24, 2022. FCCE annual conference aims to bring together academia, researchers and scholars to exchange information and share experiences and research results about all aspects of specialized and interdisciplinary fields. This event provides an opportunity for all to network, share ideas and present their research to a worldwide community. Discussion on the latest innovations, trends and practical concerns and challenges faced in these fields are also encouraged.

FCCE conference is sponsored by Sensors and Systems Society of Singapore (SSS), and joinly supported by some universities, organizations and scientific communities throughout the world. With this conference, we encourage the community of multinational researchers to share common experiences and discussions.

FCCE welcomes paper submissions on innovative work from researchers in academia, industry and government describing original research work in Frontiers of Computers and Communication Engineering field. After a careful reviewing process, all accepted papers after proper registration and presentation will be published in International Conference Proceedings Series. All papers will be archived in the Online Digital Library, and indexed by Ei Compendex and Scopus for index and submitted to be reviewed by Thomson Reuters Conference Proceedings Citation Index (ISI Web of Science).

Policies 

Papers should be at least 8 full pages and at most 20 pages. ( One regular registration can cover a paper within Ten pages, including all figures, tables, and references) . When a paper exceeds 10 pages, extra pages will be chargeable.
Submissions that are identical (or substantially similar) to versions that have been previously published, or accepted for publication, or that have been submitted in parallel to other conferences or journals are not appropriate for FCCE and violate our dual submission policy. 
Multiple submissions with an excessive amount of overlap in their text or technical content are not acceptable. The technical committee reserves the right to immediately reject all submissions which they deem to be excessively similar and by the same authors.

1. Registration steps and Payment Methods

* For Listener registration, please register online and then send the completed registration form to fcce@chairmen.org to confirm registration status. 
* For Author or Abstract/Presentation only registration, please register after you received the acceptance letter confirmation. 
* Use the form to register and pay ONLINE with credit card. Or you can pay the fee through wire transfer. Your registration should be confirmed by fcce@chairmen.org .

2.Notice

* Fees apply ONLY to payments received by the indicated deadlines.
* Conference fee includes:

(1) Admission to all scientific sessions;
(2) All Conference materials;
(3) Certificate of Attendance
(4) Lunches, coffee breaks and Dinner on April 23, 2022;
* Conference fee does not include accommodation and transportation.
* In case of non-attendance, the registration fee will not be refunded.

3. Cancellation Policy

If the participants request cancellation and refund due to personal reasons, the following refund policy applies.
* 60 days ahead of the conference: 70% of payment refund
* 30-60 days ahead of the conference: 50% of payment refund
* Within 30 days ahead of the conference: no refund
Cancellation and refund request must be made formally via email. No shows will not be refunded. The organizing committees is not responsible for problems beyond our control such as weather conditions, campus conditions, travel difficulties, visa problems, health issues, etc.

* The organizing committees reserves the right to change the dates and place of the conference due to force majeure.
* The losses thus incurred from the force majeure events shall not be liabled and refunds policy shall not apply as well.

4. Security Precautions:

* For the safety of your and others' personal and property, participants are required to wear name card, and those accompanying must wear the attendance card as well. Please keep the attendance card well. The conference leader onsite has the right to stop those without the attendance card from entering the meeting room.
* Please note that the Organizing Committee will not accept liability for any kind of damage, losses or injuries occurring to persons or personal belongings during the conference. Be sure to organise suitable travel and health insurance.
* Please note that costs for travel, accommodation and insurances are not included in the registration fees.

* The invitation letter will be issued ONLY after you have registered and full payment has been received.

Visa and Letter of Invitation

Invitaion Letter

A Letter of Invitation is a proof that your paper submission and registration application are accepted by the conference committee board. It perhaps could help with your visa application. However, it does not guarantee you a visa. The invitation leter will be issued ONLY after you have registered and full payment has been received. Rejection of visa application cannot be the reason to require fee refund.

Entry Requirements 

All visitors to Singapore must meet the following entry requirements:

Y. Jay Guo is a Distinguished Professor and the Director of Global Big Data Technologies Centre (GBDTC) at the University of Technology Sydney (UTS), Australia. Prior to this appointment in 2014, he served as a Research Director in CSIRO for over nine years. Before joining CSIRO, he held various senior technology leadership positions in Fujitsu, Siemens and NEC in the U.K. His research interest includes B5G, 6G, mm-wave and THz communications and sensing systems as well as big data technologies. He is currently the representative of the Australian Academy of Engineering and Technology in the Standards Australia IoT and Digital Twin Committee. He has published five books and over 600 research papers including 280 transaction papers, and he holds 26 patents.
Prof Guo is a Fellow of the Australian Academy of Engineering and Technology, a Fellow of IEEE and a Fellow of IET. He has won a number of most prestigious Australian Engineering Excellence Awards and CSIRO Chairman’s Medal. He was named one of the most influential engineers in Australia in 2014 and 2015, respectively, and one of the top researchers across all fields in Australia in 2020. He and his students have won numerous international best paper awards.

Speech: Big Data Deprivation in Selected Medical Imaging 

Prof. Vesna Zeljkovic's expertise encompasses signal and image processing, developing mathematical models and novel algorithms for the analysis of 2D images that have applications in biomedical engineering and medicine, video surveillance, analysis of complex optical spectra, public health, industrial application, homeland security and national defense. She has published more than 100 scientific papers, a book chapter, she authored two books titled “Video Surveillance Techniques and Technologies,” IGI Global Hershey PA, USA, and “Illumination Independent Moving Object Detection in Image Sequences,” LAP Lambert Academic Publishing GmbH & Co. KG, and also co-authored two books published in biomedical engineering field. Dr. Zeljkovic serves as a reviewer for peer reviewed journals and conference proceedings.
During her initial residence in US she participated in funded research and also did teaching including mentoring and supervision of minority PhD students. She is IEEE senior member and continues to participate and organize different activities at professional meetings of IEEE and other organizations. She is General management member of Global Medical Engineering Physics Exchanges (GMEPE) and Pan American Health Care Exchanges Conference PAHCE, IEEE conference and also GMEPE/PAHCE Review Board Coordinator, and she served as Associate Editor of the IEEE International Conference on High Performance Computing & Simulation HPCS for several years. During many of these conferences she gave numerous presentations, served as session chair and also conducted specialized workshops.
As a part of her teaching in Nanjing, China at New York Institute of Technology, Nanjing campus, Dr Zeljkovic also formed IEEE student branch at NYIT, Nanjing campus and served as its Branch Counselor.
During her earlier tenure in Saudi Arabia as Associate Professor two female computer engineering undergraduate students, supervised by her, won one of the prizes in the category of Science and Engineering at the Second Scientific Conference of the Ministry of Higher Education of Saudi Arabia for the senior project paper titled “Algorithm for Automatic Body Dimensions and Skin Colour Detection Used in Homeland Security Systems” that was held in Jeddah in March 2011. Dr. Zeljkovic also created and organized in 2010 the first Female Computer Engineering Exhibition where junior female students presented their projects that were the summation of their knowledge in several electrical engineering courses and created and organized the first IT College Exhibition for Female students.
She was awarded by the US Government in 2007 an EB-1 status as the Outstanding Professor and Researcher and is residing in the Unites States being involved in various academic and professional activities.

Singapore Travel information

 

Weather: It is generally warm and humid in Singapore throughout the year. Its equatorial climate has no distinct seasons and temperature is usually around 30°C/86°F during the day and 23°C/74°F in the evening. Humidity is around 60% in the afternoon but higher in the morning. Weather reports and forecasts can be found through National Environment Agency, but keep in mind that showers are usually sudden and heavy. Lightweight cotton or quick-dry clothing is recommended. A coat or sweater can be useful as some air-conditioned venues (and public transportation!) can be a little cold.

Time Zone:The official time in Singapore is UTC/GMT +8 and there is no daylight time saving. Sunrise and sunset in September are at around 07:00 hrs and 19:00 hrs, respectively.

Power Voltage: Electricity Singapore voltage is 220-240 volts AC. You can use power plugs with three square prongs here. On request, most hotels will provide transformers / adapters to guests.

Safe Drinking Water: You can drink water straight from the tap as the water in Singapore passes World Health Organization standards. Bottled and mineral water are readily available in supermarkets or convenience stores located readily around the island.

Language: There are four official languages in Singapore: English, Mandarin, Malay and Tamil. English is the language of business and administration, and is widely spoken and understood. Most Singaporeans are bilingual, and speak their mother tongue (dialects) as well as English. Malay is the national language.

Currency: The official currency in Singapore is in the Singapore Dollars. The common denomination of dollar notes is $2, $5, $10, $50 and $100 and coins that are currently in circulation are 5 cents, 10 cents, 20 cents, 50 cents and $1. Most major credit cards are widely accepted.Traveller's cheques may also be accepted at major hotels, banks and money changers.

Tax Refund: Tourists can claim a refund on the 7% Goods and Services Tax (GST) paid on your purchases if you spend more than $100 at any participating shops. For more information, visit www.yoursingapore.com.

No Smoking:You are not allowed to smoke in all air-conditioned places, such as malls and eateries. There are designated smoking areas in some entertainment outlets and open-air eateries.
